City of Manteca logoOn January 18, 2022, the Manteca City Council adopted an ordinance to move to by-district elections through establishing a new City Council elections district map. The City of Manteca began the district formation process in September 2021 and hired Tripepi Smith to conduct Manteca community outreach.

“I want to thank the Tripepi Smith team for all their hard work and support on this important project,” said Assistant City Clerk Olivia Nashed. “Tripepi Smith’s outreach and engagement work empowered our community members to participate in the district formation process, and their project management skills greatly helped our City staff complete this process within a tight timeline.”

The Tripepi Smith team was led by Director Jennifer Nentwig and accompanied by Business Analyst Danielle Rodriguez and Junior Business Analyst Melanie Moore. During the process, Tripepi Smith’s goal was to perform a robust set of outreach efforts to encourage the Manteca community to participate in the process, provide feedback and draw their communities of interest and proposed maps.

Tripepi Smith’s outreach and engagement efforts included:

  • Launching DistrictingManteca.org, a dedicated district formation website
  • Leading three community workshops (one virtual-only via Zoom and two hybrid via Zoom and in-person)
  • Publishing weekly social media content in English and Spanish
  • Developing districting flyers in English and Spanish
  • Distributing district formation news alert emails regarding all meetings, draft maps deadlines and the final map adoption
  • Reaching out via phone and email to civic and community-based organizations regarding all meetings, draft maps deadlines and the final map adoption
  • Crafting a press release for milestones during the process and the final map adoption

In addition to leading community outreach, the Tripepi Smith team spearheaded the internal processes for the district formation process. The team led internal weekly Zoom check-in calls, updated check-in call agendas, and sent recap emails.

“We were thrilled to work with the City of Manteca in their once-ever process of forming their first district map,” said Tripepi Smith Director Jennifer Nentwig. “Community engagement is vital to the process of effectively forming districts, and Tripepi Smith is proud to have empowered Manteca residents to get involved.”
