Empowering Local Leaders to Drive CCA Success
Community Choice Aggregators (CCAs) are at the forefront of shaping California’s energy future, delivering clean power, local control and economic benefits to the communities they serve. However, to truly realize the full potential of CCAs, it is crucial to equip City leaders — including councilmembers and staff — with the knowledge and resources to champion these programs effectively. Empowering local leaders is the key to ensuring CCA programs can expand, grow and succeed.
One example of achieving this goal is through California Choice Energy Authority’s (CalChoice) tailored onboarding packets for new councilmembers across its eight associate members. These customized packets provide new councilmembers with a comprehensive explanation of their local CCA program, from the program’s history and organizational structure to customer options and procurement process. By offering these accessible, up-to-date resources, local leaders are better prepared to engage with the community and make informed decisions that will support the growth of their CCA.
But, educating local leaders goes beyond just providing informational materials. Thought leadership is also essential for broadening awareness and garnering support for CCAs. One important avenue for this is through presentations at industry conferences, such as the Cal Cities City Manager’s Conference. These events give CCA leaders and advocates a platform to showcase the innovative work being done in their communities, discuss emerging trends and collaborate with other public sector leaders.
For example, Jason Caudle, CalChoice Executive Director and CEO of Lancaster Energy participated in a panel discussion at a Cal Cities conference, discussing the impacts of the California Public Utilities Commission (CPUC) proceedings on local government programs. By actively participating in these discussions, CCA advocates not only raise awareness of the program’s potential but also help drive policy changes that assist their continued growth.
Effective leadership in the CCA space extends beyond formal presentations. It involves creating an environment where complex issues can be addressed openly and innovative ideas are encouraged. It is about inspiring local leaders to envision their community’s energy future, understand the long-term impacts and advocate for CCAs as a viable alternative to traditional utility models.
Equipping local leaders with knowledge and opportunities to lead is the catalyst for the success of California’s CCAs. Through resources like the CalChoice onboarding packets and ongoing thought leadership, cities gain the tools need to ensure CCA programs thrive and deliver.
